What the circumventing systems notice means

Circumventing systems is Google's wording for concluding that an account is working around one of its decisions or checks rather than complying with them. It is an account-level finding, not an ad-level one, which is why there is usually nothing in a campaign to correct.

What does Google mean by it?

Google's advertising policies allow an account to be suspended where Google concludes it is circumventing its systems or policies — that is, working around a decision rather than complying with it. The finding is about the account and its history, not about one ad, which is why the notice names no specific creative to fix.

Why this matters for bought accounts. Google's terms treat an advertising account as not transferable without consent.

An account that changes hands and then changes payment method, country, vertical and budget at once is doing a recognisable set of things at once.

02

Why does it arrive?

Because something about the account's behaviour read as working around an earlier decision. Nobody outside Google knows the full signal list, and anyone claiming to is guessing. What is observable is that the notice clusters around sudden, simultaneous change on an account with history.

  • A vertical the account never ran before, started at full budget.
  • A payment method and billing country that do not match the account's own history.
  • A daily budget several times anything the account has ever spent.
  • Several of the above on the same day.

None of that is a rule, and none of it is a workaround. It is the reason the advice on this site is always the same: change one thing at a time and start below the account’s own historical spend.

03

What can an appeal realistically do?

Less than for a policy suspension. Google provides an appeal route inside the account and does reinstate some accounts through it, but a circumvention finding has no specific ad to correct, so the appeal rests on the account's own history. A short or inconsistent history is a weak foundation.

  1. Submit once, through the form in the account — not through a third party and not repeatedly.
  2. Describe the account's actual use — what it advertises, where traffic goes, who runs it.
  3. Do not argue the finding in the abstract — appeals that dispute Google's right to decide go nowhere.
  4. Accept the answer — repeated identical appeals do not improve the odds and often close the route.

Appealing a suspension covers the mechanics for both kinds.

What this page deliberately does not contain

No methods for avoiding detection. No antidetect browsers, no proxy setups, no advice on keeping accounts from being associated with each other, no account warming routines.

That material is what the policy exists to catch, it is what search updates target first, and publishing it would make this site worse at the one job it has: telling you what is actually true about an account before you pay for it.

If a supplier offers that material as a bonus with an account, treat it as information about the supplier rather than as a service.

Common questions

Does this page explain how to avoid the circumventing systems policy?

No, and that is deliberate. This page explains what Google's wording means and how the appeal route works. Advice on evading Google's checks is not published here, is what the policy is aimed at, and is what makes the next account go the same way as the last one.

Can a circumventing systems suspension be appealed?

There is an appeal route like any other, and it succeeds far less often than a policy appeal. There is no specific ad to correct, so the appeal rests on the account's own history, and an account with a short or inconsistent history has little to rest on.

Ask what an account has actually run

Campaign history over the full life of an account is visible before payment, and it is a better guide to what the account will tolerate than any promise.

Every suspension and every ad approval on this page is Google's decision. What follows is a description of how Google's billing and policy notices work — not a method for getting past them. Nobody selling accounts can promise one will survive, and the ones who say otherwise have priced the promise in.
