When does Google charge a postpay account?
When accrued cost reaches the account's billing threshold, or thirty days after the last automatic payment, whichever comes first.
Can the payment threshold be raised on request?
No. Google raises it on its own after the account has accrued and paid repeatedly without failures. No setting and no support request moves it.
Which account settings are permanent?
Currency and time zone, both fixed when the account is created.
What does a failed charge do?
Delivery stops until the balance is cleared. It is not a suspension and not a policy problem.

Suspensions and appeals
What does the circumventing systems notice mean?
That Google has concluded the account is working around one of its decisions or checks. It is an account-level finding rather than an ad-level one, so there is usually nothing in a campaign to correct.
Can a suspension be appealed?
There is a free appeal form inside the suspended account. Policy suspensions, where something specific was corrected, succeed far more often than payment or circumvention findings.
Should I appeal more than once?
No. Repeated identical appeals do not improve the odds and often close the route.
